HEALING Response Act of 2023

The GAO must examine HHS's progress in transitioning programs (such as the Centers for Innovation and Advanced Drug Manufacturing) and assess risks in manufacturing these countermeasures. Within one year of the bill’s enactment, the GAO must submit a report to Congress detailing its findings and recommendations for improving emergency preparedness. This bill does not create new policies but mandates an independent evaluation to strengthen federal readiness for health crises.
