Spectrum Auction Reauthorization Act of 2023

The Spectrum Auction Reauthorization Act of 2023 reauthorizes the Federal Communications Commission's (FCC) authority to conduct spectrum auctions through September 2026 and establishes a Spectrum Auction Trust Fund to manage auction proceeds. The bill increases funding for the Secure and Trusted Communications Networks Reimbursement Program from $1.9 billion to $4.98 billion and creates a grant program to fund Next Generation 9-1-1 implementation by states, tribes, and emergency communications centers. It also establishes mechanisms for Federal spectrum sharing, including an "incumbent informing capability" to manage interference between Federal and non-Federal users, and creates a "spectrum pipeline" to identify future spectrum bands for non-Federal use. This legislation directly affects Federal agencies, telecommunications providers, and state/local governments responsible for emergency communications systems and spectrum management.
