HR 3480 United States House · 118th Congress

Restore the Partnership Act

HR 3480, the Restore the Partnership Act, establishes a permanent bipartisan Commission on Intergovernmental Relations to improve coordination between federal, state, tribal, and local governments. The 31-member commission, appointed to include representatives from all government levels (including federal officials, governors, mayors, county officials, and tribal leaders), will study federal programs, identify intergovernmental challenges, and recommend ways to streamline grant administration, reduce compliance burdens, and clarify responsibilities. It will produce annual reports with findings and recommendations for Congress and federal agencies, replacing the older Advisory Commission on Intergovernmental Relations. The bill directly affects all levels of U.S. government by creating a formal mechanism for ongoing collaboration on shared policy issues.
