Defund Cities that Defund the Police Act of 2023

The Defund Cities that Defund the Police Act of 2023 would block certain federal grants from being awarded to cities or states that significantly reduce or eliminate police funding without replacing it with community safety programs. It defines a "defunding jurisdiction" as a locality that either disbanded its police department or cut its police budget substantially (without a prior revenue drop) and failed to reallocate funds to community policing. The bill specifically prohibits such jurisdictions from receiving Economic Development Administration grants and Community Development Block Grants. If a jurisdiction becomes a defunding jurisdiction during a grant period, it must return the funds, which are then reallocated to other eligible jurisdictions.
