HR 3069 United States House · 118th Congress

John Lewis Equality in Medicare and Medicaid Treatment Act of 2023

This bill requires Medicare and Medicaid programs to prioritize reducing health disparities by mandating that new care models address social determinants of health and health equity. It directs the Secretary to consult with offices focused on minority, rural, and women's health when selecting models, and requires all models testing after 2024 to explicitly improve health equity. A new "Social Determinants of Health Payment Model" will test innovations targeting behavioral health, maternal care (for pregnant/postpartum women), and services in underserved areas. The bill also mandates annual reports tracking how models reduce disparities and save costs, specifically focusing on minority, rural, and low-income beneficiaries. It directly affects Medicare/Medicaid beneficiaries in underserved communities and providers serving these populations.
