HR 271 United States House · 118th Congress

Restoring Normalcy in America Act

HR 271, the "Restoring Normalcy in America Act," directs the HHS Secretary to study vaccine effectiveness, treatments, pandemic transmission, preparedness, and the origins of COVID-19, requiring a report within one year. It terminates all emergency use authorizations for COVID-19 vaccines and treatments effective immediately upon enactment. The bill also mandates a GAO audit of all federal pandemic funding across HHS, FDA, and CDC, with a report due within a year. Additionally, it adds "failure to receive a COVID-19 vaccination" as a protected characteristic under civil rights laws, making it unlawful to discriminate in employment, public accommodations, or federally assisted programs based on vaccination status, and requires reinstatement for military members and federal employees discharged over vaccine refusal.
