Rebuilding the United States-Flag International Fleet Act
This bill restores and strengthens requirements for government agencies to use U.S.-flagged vessels for transporting cargo by repealing provisions from the MAP-21 Act and Bipartisan Budget Act of 2013. It increases the percentage of government cargo that must be carried on U.S. flag vessels from 50% to 75%, establishes new eligibility requirements for vessels (including age limits), and creates a process for temporary waivers during emergencies limited to 3 months per fiscal year. The bill requires annual reports from government agencies on their use of U.S. versus foreign vessels and mandates regular reporting to Congress on implementation and port preferences for U.S. flag vessels. It aims to strengthen the U.S. maritime industry by increasing domestic shipping activity for government contracts.
