No Pay for Disarray Act
HR 141, the "No Pay for Disarray Act," would withhold pay from House of Representatives members if no Speaker is elected by the end of the first day of a new Congress. For the 119th Congress and beyond, members would lose pay equal to one day’s salary for each full 24-hour period without a Speaker. For the current 118th Congress, pay would be held in a special escrow account until a Speaker is chosen or the Congress ends, with any remaining funds released automatically on the last day of the Congress. The bill directly affects all House members during periods when the House fails to elect a Speaker.
