HR 10510 United States House · 118th Congress

Central Liquidity Facility Enhancement Act

This bill permanently extends and modifies key enhancements to the National Credit Union Administration's Central Liquidity Facility (CLF), which provides emergency funding to credit unions. It raises the borrowing limit from 12 to 16 times the facility's capital and surplus (previously temporary), and requires credit unions to first demonstrate they've used their own liquidity sources before accessing CLF funds. The bill also removes a restriction requiring credit unions to primarily serve natural persons and gives the Board discretion over membership rules. A separate provision mandates a GAO study on the impact of these changes, with a report due within a year of enactment. These changes directly affect credit unions accessing CLF liquidity during financial stress.
