Offshore Energy Modernization Act of 2024

The Offshore Energy Modernization Act of 2024 sets national goals requiring the development of 30 gigawatts of offshore wind energy by 2030 and 50 gigawatts by 2035. The bill establishes an Offshore Renewable Energy Compensation Fund using 10% of lease revenue to provide payments and grants to communities and entities affected by offshore projects, including fishing interests and Tribal groups. It also mandates project labor agreements for construction starting in 2026, requires 65% of manufactured products for offshore projects to be U.S.-made (with limited waivers), and creates an Offshore Power Administration to manage transmission infrastructure. The legislation includes provisions for environmental reviews, Tribal consultation processes, and decommissioning plans for offshore renewable energy projects.
