HR 10255 United States House · 118th Congress

Countering Wrongful Detention Act of 2024

The Countering Wrongful Detention Act of 2024 creates a new "State Sponsor of Unlawful or Wrongful Detention" designation for foreign countries that unlawfully detain U.S. citizens. It requires the State Department to review and report on countries that might qualify for this designation, and mandates travelers to certify they've reviewed State Department travel advisories for high-risk destinations. The bill also establishes new reporting requirements for cases of wrongful detention, including 180-day timelines for determining detention status, and creates an Advisory Council with input from formerly detained citizens. These provisions aim to strengthen protections for U.S. citizens traveling abroad and improve government response to wrongful detentions.
