RESERVE Federal Land Act

The RESERVE Federal Land Act requires the Secretaries of the Interior, Agriculture, and the Army to commission the National Academy of Sciences to study reservation systems for recreation on federal lands (including national parks, forests, and wildlife refuges). The study will examine how these systems - like recreation.gov - were designed, their impact on user access (including barriers for certain communities), fee structures, data collection, and technology use (such as handling bots or no-shows). It will also assess how systems balance visitor demand with conservation goals and identify best practices for equitable access. The National Academy must submit a report to Congress within 18 months, but the bill does not alter existing reservation systems or policies.
