Proposing an amendment to the Constitution of the United States to limit the number of consecutive terms that a Member of Congress may serve.

This proposed constitutional amendment would limit Senators to serving two consecutive terms and Representatives to five consecutive terms. After reaching these limits, members could not run for re-election until one year after their term ended. The amendment excludes terms served to fill vacancies lasting under three years for Senators or one year for Representatives when counting consecutive terms. If ratified by 38 states within seven years, it would become part of the Constitution, requiring Congress to adjust election rules for future terms.
