Relating to youth camp emergency plans and preparedness; authorizing penalties.

Mandates written emergency plans covering 12 specific scenarios (e.g., lost campers, fires, epidemics) and requires annual submission to the state health department.

Requires comprehensive training for all staff and volunteers on emergency procedures, with documentation of successful completion.

Mandates posting of emergency evacuation maps inside all overnight accommodation buildings and instructing campers on routes to safe meeting points.

Requires the executive commissioner to establish minimum camper-to-counselor ratios for overnight stays through rulemaking.

Prohibits the state from licensing any youth camp that operates cabins within a 100-year floodplain, unless the camp was operating before December 1, 2025, and has a specific flood mitigation plan.

Creates a new Resident Youth Camp Safety Multidisciplinary Team comprising representatives from emergency management, fire marshal, parks and wildlife, and other agencies to develop safety standards.

Establishes civil penalties of up to $1,000 per day for violations and allows the department to deny or suspend licenses for noncompliance with the new safety subchapter.

Appropriates approximately $5 million from state funds to cover the costs of implementing new safety inspections, training, and administrative oversight.
