Relating to the adoption of the Agreement Among the States to Elect the President by National Popular Vote.

Texas Senate Bill 894 adopts the National Popular Vote Interstate Compact by amending the state election code. The bill requires Texas to hold a statewide popular election for President and Vice President, then certify presidential electors based on the national popular vote total across participating states. It mandates that Texas’s electors be appointed to the candidate who wins the most votes nationwide in states that have joined the compact. The agreement takes effect only when states collectively holding a majority of electoral votes (270+) have enacted it. This changes how Texas allocates its electoral votes but does not alter state voting procedures for other offices.
