Relating to the surcharge for the disposal, and the remittance for the storage, of certain waste at the Texas Low-Level Radioactive Waste Disposal Compact waste disposal facility; decreasing the amount of the surcharge and changing how the surcharge and remittance are distributed.
SB 713 reduces the disposal surcharge for nonparty compact waste at the Texas Low-Level Radioactive Waste Disposal Facility from 20% to 15% of the contracted rate. It changes the distribution of this surcharge: two-thirds now goes to an environmental radiation and perpetual care account, and one-third to the host county. For storage remittance (20% of gross receipts from storing radioactive waste or elemental mercury for over one year), the bill splits payments equally - 50% to the general revenue fund and 50% to the host county. These changes apply only to storage at or adjacent to the facility and take effect September 1, 2025.
