Relating to air quality permits for certain cement kilns.

SB 2913 prohibits the Texas Commission on Environmental Quality from issuing new air quality permits for cement kilns within 440 yards of any building currently used as a school or place of worship. This applies to both state permits under Section 382.0518 and federal Clean Air Act permits for major cement kiln sources. The law only affects future permit applications filed on or after its effective date (September 1, 2025), not existing facilities. It establishes a fixed buffer zone to prevent new cement kilns from operating near sensitive community locations.
