Relating to the adoption of a water conservation program by a county.
SB 2897 allows Texas counties to adopt water conservation programs for unincorporated areas (including extraterritorial jurisdictions) through a commissioners court order. The programs can establish water use restrictions, conservation standards for new developments starting after August 31, 2025, and other water-saving strategies. Agricultural operations (as defined in the Agriculture Code) are explicitly exempt from these requirements. County programs must yield to existing municipal ordinances on the same water use matters, and the law takes effect September 1, 2025.
