Added specific factors the registrar must consider when evaluating applications, including legitimate questions about place of birth, valid driver's licenses or personal identification certificates, and verified affidavits from people with personal knowledge of the applicant's identity.

Established that when a delayed birth certificate is otherwise acceptable and one parent's identity is established through non-contradictory information, the certificate must be registered with only that established parent's name.
