Relating to public school accountability, including the implementation of an instructionally supportive assessment program and the adoption and administration of assessment instruments in public schools, indicators of achievement and public school performance ratings under the public school accountability system, a grant program for school district local accountability plans, and actions challenging Texas Education Agency decisions related to public school accountability.

New Section 39.022 establishes a balanced statewide assessment system that prioritizes student learning, minimizes disruption to education, and includes technical assistance for districts.

Section 39.023(c) now requires end-of-course assessments for Algebra I, biology, English I, English II, and United States history, with specific technology and scoring requirements.

Section 39.023(c-8) requires that at least 25 percent of assessment points be non-multiple choice questions to improve assessment quality.

New Section 39.0225(d) requires progress monitoring assessments to be predictive of end-of-year performance and serve as free benchmark tools for districts.

Section 39.053(c) adds new accountability indicators including extracurricular activities, health and safety, purchasing, class size limits, and educator rights and benefits.

Section 39.027(b) allows dyslexic students to use oral examinations or additional time/technology to demonstrate mastery of competencies.

New Section 39.0225 requires transition to new end-of-year and progress monitoring assessment instruments by the 2027-2028 school year, with the section expiring September 1, 2028.

Section 39.0263 limits benchmark assessments to two per school year but adds exceptions for college preparation tests and independent classroom examinations.
