SB 1768 requires the Texas Department of Transportation (TxDOT) to conduct health impact assessments for certain transportation projects subject to federal National Environmental Policy Act (NEPA) review. The assessments must evaluate potential health effects - including air quality changes - and identify affected populations, while including strategies to reduce negative impacts and enhance positive ones. TxDOT must publish draft assessments online in English and Spanish for a 45-day public comment period before finalizing them, and cannot make final project decisions until 30 days after publishing the final assessment.
