Relating to the prosecution and punishment of the offense of cruelty to nonlivestock animals.

SB 1673 requires courts to order psychological counseling for individuals convicted of cruelty to nonlivestock animals under Texas law. It redefines "animal" in cruelty statutes to exclude farm animals (livestock) but include domesticated pets, stray/feral cats and dogs, and certain wild creatures. The law applies only to offenses committed on or after its effective date of September 1, 2025, with prior cases governed by older laws. This changes sentencing for specific animal cruelty cases by adding counseling as a court-mandated requirement.
