Relating to individualized education program requirements for students placed in alternative special education settings and monitoring of alternative special education settings.

SB 1671 establishes new requirements for students in special education settings where 90% or more of students receive special education services (called "alternative special education settings"). It requires IEP teams to create specific, measurable goals to help these students transition back to regular classrooms and meet at least twice yearly to review progress and determine readiness for return. The bill also mandates the state to assign unique IDs to these settings and monitor school districts for compliance with these rules, while tracking data on placement patterns between students in alternative settings and general education. These changes will take effect for the 2025-2026 school year.
