Relating to sexually violent predators, to the Texas Civil Commitment Office, and to the prosecution of the offense of harassment by sexually violent predators and other persons confined in certain facilities; amending certain sex offender registration requirements; increasing criminal penalties.

Added new felony offenses for assaulting Texas Civil Commitment Office officers, employees, and contractors, with enhanced penalties for those committed as sexually violent predators.

Added presumption that persons wearing distinctive uniforms or badges at civil commitment facilities are officers or employees for purposes of assault and sexual offense charges.

Added new offense for providing cigarettes, e-cigarettes, nicotine products, or tobacco to persons residing in civil commitment facilities.

Added new bail conditions requiring sexually violent predators to comply with civil commitment orders and prohibiting new offenses while on bond.

Modified sentencing rules to require consecutive sentences for sexually violent predators who commit new offenses while civilly committed, rather than allowing concurrent sentences.
