Relating to the authority of certain counties to regulate junkyards, automotive wrecking and salvage yards, and recycling businesses.

SB 1166 authorizes specific Texas counties (those containing a municipality with 500,000+ residents and located on an international border) to regulate junkyards, automotive wrecking/salvage yards, and recycling businesses operating in their unincorporated areas. County commissioners courts may adopt regulations for these businesses, but cannot impose requirements that conflict with existing state laws in the Transportation Code (Chapters 391, 396, or 397). The bill does not create new business standards but clarifies county regulatory authority within existing state frameworks. It applies only to designated border counties with large cities and takes effect September 1, 2025, unless passed with a two-thirds vote.
