Relating to certain retail sales of motor vehicles, trailers, and semitrailers by a holder of a converter's license.

SB 1113 exempts converter license holders with a physical presence in counties bordering a river shared with two other states from needing additional licenses to sell converted vehicles and manufactured trailers or semitrailers. It applies only to new vehicles they converted (if the manufacturer transferred the chassis and origin statement) or trailers/semitrailers they built. Under the bill, these sellers are treated as dealers for all dealer-related responsibilities to retail buyers under Texas law. The bill takes effect immediately if passed with a two-thirds vote, or September 1, 2025, otherwise.
