Relating to a law enforcement agency policy regarding drug and alcohol testing of peace officers involved in certain injuries or deaths.

HB 680 requires law enforcement agencies in Texas counties with over 500,000 residents to create written policies mandating drug and alcohol testing for peace officers involved in serious injuries or deaths they cause. Officers must provide a blood, urine, or other bodily specimen within six hours for testing to check blood alcohol levels and detect controlled substances. This applies regardless of whether the officer was on duty at the time of the incident. Agencies must adopt the policy as soon as practicable after the bill takes effect on September 1, 2025.
