Relating to the adoption of cats and dogs previously used for research.

HB 662, the "Research Animal Retirement Act," requires Texas research facilities licensed under federal law to offer retired dogs and cats (used in experiments for education or research) for adoption through animal shelters or nonprofit rehoming organizations. Facilities must establish written agreements with these groups, set adoption guidelines for suitability, and post those guidelines online. The bill excludes animals deemed unsuitable for adoption by a facility veterinarian due to health conditions. It also provides legal immunity to facilities complying with these requirements. This applies to all Texas facilities operating under the U.S. Animal Welfare Act.
