Relating to the board of directors of certain public utility agencies.
HB 5558 changes how boards are appointed for certain public utility agencies serving areas that include both the county containing the Texas Capitol (Travis County) and adjacent counties. It requires each participating public entity to appoint at least one director (as under current law), but adds that for agencies serving both the Capitol county and adjacent counties, one director per county must be elected by registered voters living within the agency's service area. This applies to agencies operating in both the Capitol county and neighboring counties, with "qualified voters" defined as registered voters residing in the service area. The bill takes effect January 1, 2027.
