Relating to eligibility for supplemental nutrition assistance program benefits following certain parental truancy convictions.

HB 5461 would reduce SNAP benefits for parents convicted of multiple school truancy offenses under Texas Education Code §25.093(a). If a SNAP recipient is convicted twice for truancy, their benefits would drop to 75% of their usual allotment; three convictions would reduce benefits to 50%; and four or more convictions would make them ineligible for SNAP entirely. The bill requires courts to provide written warnings about these consequences to parents facing such convictions. These changes would apply only to offenses committed on or after September 1, 2025, and would not affect cases from before that date.
