Relating to certain criminal conduct involving agricultural land, including the justified use of force or deadly force to protect agricultural land from that conduct, and to civil liability arising out of certain justified threats to use force or deadly force; creating a criminal offense.

HB 5414 creates a new criminal offense for reckless driving on agricultural land and establishes when force or deadly force is legally justified to protect such land. The bill defines "agricultural land" and makes it a felony for someone to recklessly operate a vehicle at unsafe speeds on that land (Section 22.05(b-1)). It also grants civil immunity to landowners who reasonably use justified force to prevent unlawful interference with their land, including "deadly conduct" under existing law. The law applies only to offenses occurring on or after September 1, 2025, and directly affects landowners, trespassers, and those operating vehicles on agricultural property.
