Relating to the release of a person on parole or mandatory supervision from a residential correctional facility.

HB 5286 requires the Texas Department of Corrections to provide transportation for individuals on parole or mandatory supervision after they complete their required stay in a residential correctional facility. This applies to those returning to a Texas residence or a designated transit point in another state (if authorized by the pardons and paroles division). If transportation isn't provided, the department must pay counties $30,000 per releasee for reintegration services, funded from existing parole system appropriations. The law takes effect September 1, 2025.
