Relating to the regulation of campaign treasurer appointments and related matters and the content of and posting of information contained in a campaign treasurer appointment; providing a civil penalty.
What changed between versions
New Section 252.0015 establishes eligibility requirements for campaign treasurers, requiring them to be at least 18 years old, Texas residents, and not currently serving as treasurer for another campaign.
Disqualifying conditions include prior convictions under Chapter 276, commission determinations of violations within five years, lobbyist registration requirements, employment by political committees, and self-appointment by candidates.
Campaign treasurer appointments must now include the treasurer's date of birth, residence address, telephone number, verified email address, and driver's license or social security number.
Public records containing treasurer information must now redact the date of birth, partial address, and driver's license or social security number to protect privacy.
Civil penalties for violations now apply to both failure to appoint an eligible treasurer and failure to notify the commission of changes in treasurer information.
New timeline provisions delay civil penalty enforcement until May 1, 2026, while appointments made before January 1, 2026, remain governed by existing law.
