Relating to the partial count of electronic voting system ballots.

HB 5029 requires Texas election officials to conduct manual counts of contested races and propositions in electronic voting systems. It mandates that the general custodian of election records manually counts results in at least 10% of precincts using electronic voting (or 3 precincts, whichever is greater), starting within 72 hours of polls closing and completing by day 21. The bill also requires public notice of the selection process 48 hours in advance and live-streaming of the selection if a county maintains an internet website. Additionally, the Secretary of State must select 10 contested races and 10 propositions for manual counting in those precincts, with adjustments if fewer exist on the ballot. This procedural bill applies only to elections held on or after September 1, 2025.
