HB 4943 allows property owners in Texas municipalities with populations of 900,000 or more to seek compensation from cities that fail to enforce specific public order laws. It applies when cities refuse to address violations like public camping, loitering, or public intoxication, or maintain public nuisances. Property owners can claim either documented costs to mitigate the nuisance or the reduced property value, but the total compensation cannot exceed one year's property taxes for that property. The bill excludes cases where cities exercise prosecutorial discretion in individual cases or follow required state/federal mandates.
