Relating to the regulation by the Railroad Commission of Texas of certain pits used for the storage and disposal of oil and gas waste.

HB 4572 requires the Texas Railroad Commission to create new rules regulating two types of pits used in oil and gas operations: "reserve pits" (for storing spent drilling fluids, cuttings, and wash water) and "mud circulation pits" (for drilling fluid storage). The rules must establish minimum siting standards, construction requirements, bonding needs, groundwater monitoring protocols, and procedures for notifying landowners before burying waste in these pits. Operators must also submit written closure notices to county clerks, including pit locations and waste details, which counties must record publicly. These rules align with existing standards for similar pits used with produced water. The bill takes effect September 1, 2025.
