HB 4133 amends Texas law to increase penalties for damaging monuments or memorials by classifying such acts as a state jail felony when property damage exceeds $750 but is under $30,000. It defines "monument or memorial" broadly to include statues, plaques, building names, streets, parks, or other permanent sites honoring historically significant people or events. Damaging these sites would now be classified as an "offense involving moral turpitude," which may impact sentencing. The law applies only to offenses committed on or after September 1, 2025.
