HB 4084 modifies Texas municipal bidding requirements by raising the threshold for mandatory competitive bidding from $50,000 to $100,000 for most contracts. The bill affects all Texas municipalities when making purchases above these thresholds, changing how they must source goods and services. It does not apply to purchases made before its September 1, 2025 effective date. The bill maintains existing HUB contact rules for the $3,000-$50,000 range under the new structure.
