Relating to the components of a school district's enrichment tax rate and the calculation of the guaranteed yield under the Foundation School Program.

HB 390 changes how Texas school districts calculate their additional property tax rate for enrichment programs and the state funding they receive under the Foundation School Program. It reduces the maximum first-tier tax rate from 10 to 8 cents per $100 of property value. For the first 8 cents of tax effort above a base rate, districts receive the higher of two funding amounts; for any tax effort beyond 8 cents, the state funding rate is fixed at half the first-tier rate. The bill takes effect on September 1, 2025.
