HB 3877 creates a new third-degree felony offense called "criminal pursuit" targeting members of criminal street gangs. The law applies when a gang member knowingly travels from a commercial business or financial institution on the same path as another person without significantly changing course, while possessing two or more items that could be used to commit a crime (such as weapons or tools for theft). This offense can be prosecuted alongside other crimes if the same conduct violates multiple laws. The bill takes effect on September 1, 2025.
