Relating to the operations of municipal hospital authorities.

Updated the number of directors rule to clarify that the number is determined when the authority is created and can only be changed by amending the creating ordinance unless prohibited by bond resolution or trust indenture.

Clarified that director terms cannot be shortened by reducing the number of directors, protecting incumbent directors' terms.

Added new authority for municipal hospital authorities to use available assets to promote public health and general welfare initiatives, including administrative offices, indigent health clinics, medical research facilities, fitness centers, and other health care facilities.

Expanded eligibility for financial assistance to nonprofit organizations that own/operate health facilities or support health education, wellness, and disease prevention initiatives.

Updated revenue bond eligibility criteria to apply to authorities regardless of whether they own or operate a hospital, broadening who can access bond funding.

Adjusted population thresholds for authorities eligible to issue revenue bonds, changing the municipality threshold from 15,000 to less than 30,000.

Repealed Sections 262.034(d), (e), (f), and (g) of the Health and Safety Code, removing previous requirements that are no longer applicable.

Established that the Act takes effect on September 1, 2025.
