Relating to additional state aid for school districts for the provision of certain prekindergarten classes.

HB 3692 provides additional state funding to Texas school districts that contract with community-based child-care providers, private entities, or eligible private providers to operate prekindergarten classes. The bill ensures districts receive state aid equal to the difference between their actual operating costs (including staffing, materials, facilities, and curriculum) for these contracted programs and the standard funding they would normally receive for prekindergarten students. This applies specifically to districts using contracts under Education Code Sections 29.153(g), 29.1532, or 29.171. The law takes effect September 1, 2025.
