HB 3690 requires Texas public school districts and open-enrollment charter schools to create a policy allowing any state resident to request a review of library materials in school libraries. The school board or governing body must review each request within 30 days (plus seven days per additional material) and make a public determination at a meeting. Schools must post the review policy and all determinations online. Failure to conduct required reviews results in a $500 civil penalty per violation for the governing body member. The law applies starting with the 2025-2026 school year.
