Relating to distribution of state traffic fine revenue received by the comptroller.

HB 3459 changes how Texas distributes revenue from state traffic fines collected by the comptroller. It shifts the current split (70% to the general revenue fund, 30% to trauma/emergency medical services) to a 50/50 split between those accounts. The bill also creates a $250 million annual cap: if traffic fine revenue deposited into the general fund exceeds this amount in a fiscal year, the excess must go to the Texas mobility fund instead. This applies only to revenue collected on or after September 1, 2025, with prior collections following the old rules.
