Relating to medical director certification and training requirements at certain nursing facilities.

HB 2640 requires medical directors at certain Texas nursing facilities to hold certification from the Post-Acute and Long-Term Care Medical Association (or an equivalent) and complete a mandatory training course covering compliance with laws, quality improvement, infection control, and resident care techniques. Nursing facilities located in medically underserved rural areas may be exempt if they demonstrate good-faith recruitment efforts but cannot hire a certified director. The requirements apply only to medical directors hired on or after March 1, 2026, with the Health and Human Services Commission tasked to develop training rules by January 2026. This law takes effect September 1, 2025, and directly affects nursing facility medical directors and their hiring practices.
