Relating to the adoption of a water conservation program by a county.

HB 2346 allows Texas counties to adopt water conservation programs for unincorporated areas and municipal extraterritorial jurisdictions. These programs can establish water use restrictions, require conservation standards for new developments (starting after August 31, 2025), and implement other water-saving strategies. Agricultural operations, as defined by Texas law, are exempt from these requirements. If a county program conflicts with a city ordinance on the same issue, the city ordinance takes precedence, and the bill takes effect on September 1, 2025.
