Relating to specialist referrals by primary care providers for certain managed care health benefit plans.
HB 2320 requires certain managed care health plans (specifically basic coverage plans under Chapters 1551, 1575, and 1579 of the Insurance Code) to accept referrals from primary care providers to specialists for chronic or ongoing conditions. It applies only if the patient has already visited the provider before the referral and the referral is for a continuing health issue. The bill does not apply to Medicaid managed care plans. These rules will take effect for plans delivered, issued, or renewed on or after January 1, 2026.
