Modified the conditions for canceling an election to include specific criteria: damage to the election system, harm to election workers, or harm to voters within the authority's jurisdiction.

Updated the timing requirement for disaster declarations from 'not later than the 74th day before election day' to 'not earlier than the 90th day before the election date'.

Modified the definition of when an election can be canceled to include authorization of bond issuance as a condition.
