Relating to a tenant's right to terminate a residential lease following certain outages of essential utilities.

HB 2184 allows Texas residential tenants to end their lease and avoid future rent payments if essential utilities (electricity, natural gas, or water) remain out for 48 hours after a severe weather outage. Tenants must provide written notice to their landlord about the outage, the lack of restoration, and their intent to terminate. The law does not apply if a utility provider intentionally cut service, and tenants remain responsible for unpaid rent or damage before termination. This bill takes effect January 1, 2026, and only applies to leases signed or renewed on or after that date.
