Relating to the establishment of the housing Texas fund to be administered by the Texas Department of Housing and Community Affairs.

HB 2016 creates the "Housing Texas Fund" within the Texas state treasury, to be managed by the Texas Department of Housing and Community Affairs. The fund will receive money from state appropriations, transfers, interest, grants, and dedicated fees. Its resources must be allocated as follows: 90% for nonprofit developers building/maintaining low-income rental housing, 9% for nonprofits helping families and individuals recently experiencing homelessness (prioritizing families with children, people recently released from prison, and homeless adults without children), and 1% for emergency homelessness prevention or rapid housing transitions. The bill takes effect September 1, 2025.
